Emperor is completly justified
Many people treat him like heartless tyrant and view him as hypocrite, tyrant who demands full obedience and blind trust. He does give you the reason to trust him and if you do, you succeed. You survive, defeat the Netherbrain and you both get to live. I do not think him leaving you if you decide to free Orpheus is hypocritical at all. In order to reach this state of events you need to get Orphic hammer, conspire behind his back with Raphael or/and Voss, he openly says that getting Hammer is point when his trust in you breaks, but even then he still saves you from the Netherbrain when you try to dominate it the first time in the lake and suggest to assimilate Orpheus and defeat the Netherbrain together, and why would he ever trust you if you decide to free Orpheus? He views it as death sentence which isnt too far from the truth, you plotted behind his back and now want to release the man who will almost certainly kill him. Him not trusting you is justified. Witholding any information is also justified, how the fact that he is Balduran relevant in defeating the Absolute? Or the fact that he killed Ansur? If he was 100% transparent it would only decrease chances of taking on Absolute. He is not moraly good character but hatred towards him is blown out of proportions, his competence is a big factor in demise of the Absolute.
