Just entered A3 for the first time. Is this event broken?

I just started Act 3 and found a barn with stuff for the refugees.
I convinced Manip Nestor to let me in the barn and I found a chest full of trapped toys.
I disarmed the traps and this starts a quest about the toys. Immediately after, Manip Nestor runs to me. I explain about the toys and he says "how do I know you're not the one who trapped them?" and goes hostile, together with the other Flaming Fists around.
It feels like I should have gotten a chance to reply, especially because his dialogue is actually cut short, it's like "how do I know y." and we enter combat. This happens on every reload.
Sadly, my only manual save in A3 is right after disarming the toys, so I can't avoid it.
Is this combat normal and unavoidable or is it bugged?
I'm about to enter Baldur's Gate for the very first time and I'd rather not start this experience by slaughtering Flaming Fist.
So some input from people who have been here is appreciated.
If it's normal I'll continue from here, but if it's bugged I'd rather reload my start of A3 autosave and redo everything.
Edit: for people with the same problem who found this thread by googling it, it's confirmed bugged. You're supposed to get a dialogue and not enter combat right away.

So I don’t know whether or not it’s bugged, but you actually did skip ahead a little bit in the quest! This encounter went smoothly for me. There’s a character named Arfur in Rivington who is found outside his home not letting refugees in. If you proceed through this encounter you eventually get to the point where you’re told to investigate the toys in the barn as part of this quest. I was able to answer without the flaming fists going hostile. Then you proceed this quest to baldurs gate.
