Can I split the walls?

Within the Builder base, there are of course, walls. These walls though come in groups of 5 or 10 and seem to be inseparable. Also, when buying new walls, there are in inseparable sets of 5 walls attached to each other. This would disallow flexible base design, something I cannot afford for defensive reasons. As said here. And there are some new mechanics that should improve the quality of life. walls coming in segments. Is there any way to split the walls into the individual wall pieces (like with the normal base)? As the title asks, what happens if you break (the original) Old Barbarian Statue in the builders base? I have looked online but there isn't much continuity in what it does. Some sources say you get 3 gems, others say 3-5 gems, I think it drops a random number of gems (like breaking any other decoration does), so does anyone have a definite answer for what breaking it gives? Empty slot wont accept order in Xcom2

When I try to drag those available orders to the empty slot (red arrows) they won't move and make a bip sound like "can't do it". There is no explanation why it won't accept. I don't know what to do.
