Answer:
Yes. Tears of the Kingdom has the same treasure chest icon next to a shrines name on the map that Breath of the Wild did. The icon indicates whether you’ve gotten all of the chests in the shrine or not which implies that every shrine will have at least one chest. The map icon updates as soon as you’ve collected all of the chests so you can check before you complete/leave a shrine.
Screenshots are from BotW, but it looks exactly the same in TotK.
