What does researching Advanced Propulsion Tech I and higher do in Master of Orion 1?

It looks like once you've finished researching all available technologies up to tech level 50 in a specific category, you are presented with a set of Advanced Something Tech I to X to research. Whats the best strategy to keep the chaos low in Dishonored?

I know that having a high chaos would cause the game to be more difficult. So I'm wondering how could I keep it low and avoid killing methods that would raise the chaos. I built an Isharay with the bio-converter augmentation, which gives me an extremely powerful sniper rifle that never needs to reload (with effectively infinite ammo), but at cost of running through my health as quickly as I can take down enemies. Returnal Why cant I destroy this energy barrier with my melee attack?

This energy barrier doesn't appear to be any different than any of the other energy barriers I've destroyed (unless it's another colour blind issue), so I'm really confused as to why I can't destroy it.
